~Enter The Arsenal~
Snake, Olga, and the unconcious Raiden enter Arsenal Gear after Big Shell sinks into the bottom of the Atlantic. Olga is reunited with her "team", the surviving members of Sons Of Liberty, including Revolver Ocelot, Fortune, and Solidus Snake.
Solid Snake is hidden within the Big Shell, holding everything Raiden had with him. Weapons, Armour, even clothes. Waiting for Raiden to reunit with him.
Raiden, now lays unconcious on the torture chamber, also known as "The Memory Of Shadow Moses". He has no weapons and no clothes, he's completly exposed. Solidus Snake, Revolver Ocelot, and Olga Gurlukovich are in the room waiting for him to wake from his slumber....

~Depth Of Arsenal~
After being freed by Olga Gurlukovich, Raiden navigates through Arsenal Gear, avoiding the remaining Terrorists and trying not to freeze from the lack of clothing.
While Raiden tries to locate Solid Snake, the colonel continues to call Raiden..but with weird transmissions, the reason for it is later on Hal Emmerich codec's Raiden and tells Raiden that the Colonel he is speaking to is infact just something in his subconcious, and was never real.The effect of the virus which was loaded earlier was causing it to slightly malfuntion. Once Raiden finds Snake and suits up in his gear, Snake gives him a present from Olga Gurlukovich, the HF Blade. The same Blade which Olga used as her alter ego "Mr.X" and is able to block every bullet that comes in contact with.
After Raiden's brief practise with it, he and Snake continue to the surface of Arsenal, but along the way accidently set off an CYPHER alarm and are soon attaced by ninjas!.
Quickly taking cover behind anything in sight, Raiden and Snake skillfully take out the army of Tengu Ninjas. They continue on, only to enter another room where the ninja's sneek attack the two of them. Raiden and Snake go back-to-back and take out every ninja warrior.
Suddenly the member of Dead Cell, Fortune rises from the shadows, and is very pissed. Believing Solid Snake was responsible for her fathers death.
Though Solid Snake denys it(and telling the truth) knows she won't buy it and orders Raiden to go up to the surface without him.
Raiden,though against emotions, goes up and faces the voice of Solidus Snake, who has decided Raiden's fate...to take on the whole army of Metal Gear Rays by himself.
Though he knew he hadn't a chance, he accepted the test and using the Stinger Missle Launcher he got from Solid Snake earlier on the Big Shell, took on the Metal Gear Rays.
Though he pushed his skills to the limit, he collasped before he could finish off the last three Metal Gear Rays.
Solidus Snake reveals himself and is dissapointed in his son for giving up so easily. Raiden exhausted looks up at him, wondering if his time was near.
Olga Gurlukovich then shows up and protects Raiden from Solidus. She then tells Raiden that the Patriots have her child hostage and will die once Raiden dies. His life is the key to saving her child.
Solidus Snake, now annoyed with Olga's act of traitorism, Grabs her by the neck with his Metal octopus-arms and aims a gun at her head, then pulls the trigger, killing Olga in an instint.
As Raiden looks at Olga's lifeless body on the ground in weakness, he is then grabbed by Solidus Snake's metal octopus arm and is then aimed at with a gun. Raiden now certain he will soon die, Solidus drops his gun and claims to still have use for him.
Suddenly in the background, the three remaining Metal Gear Rays become uncontrolably active, due to the corruption by the Patriots!
Soon after, Solid Snake comes out from below, but now handcuffed with Fortune's gun being pointed at him.
Raiden loses conciousness for a while and as he wakes up, he notices that he has been stripped of his weapons and is also handcuffed. Raiden, still dazy from being held by the neck for so long, is soon strangled by Solidus Snake, but he fights past it and is thrown to the ground.
Revolver Ocelot soons arrives to the scene and explains to all of them that he was never on any of their side, and is truly one with the Patriots (a pawn of them, not actually "them")and that all of this was just a test of S3 program (more of this in another section) Fortune is then shot and dies slowly as Ocelot tels her that her perpose is no longer needed.
Ocelot then gets into the Metal Gear and readys himself to "clean up the aftermath". He then releases Metal Gear Ray's full attack on Solidus Snake, the dying Fortune, and the hand-cuffed Solid Snake and Raiden.
Fortune though stands in front of them all and telepathetically causes all the missles and bullets to miss all of them, proving that she is indead Lady Luck. She then passes away
Though all were protected, Solid Snake's handcuffs were hid by a bullet, releasing him. Ocelot tries to attack once more with the Metal Gear's Ray, but soon Ocelot's mind switches with Liquid Snakes! As Liquid makes off with the last Metal gear Ray. Solid Snakes races after him, leaving Raiden and Solidus Alone...
Arsenal gear then crashes in Manhatten, causing them both to fall onto the roof of Federal hall. Raiden and Solidus Snake then soon decide to end this with honor, and Solidus throws Raiden back his HF Blade, causing it to break through the handcuffs.
Raiden and Solidus battle in a clash of blades but as Solidus slashes a blade at Raiden, Raiden bends out of the way and Slashes his blade at Solidus's body, causing it to rip through his armour and flesh.
Solidus looks at Raiden and then falls off Federal Hall and onto the statue of George Washington, where he passes away.
Raiden, now battle ravaged, stands on the streets next to Federal Hall, watching as the crowd around him grows.
Now confused about his life and who he is (because he had been lied to about everything basically) Solid Snake soon shows up and gives Raiden some last advice. To believe in what he wants and stick by it. To start over and choose his own future.
Raiden smiles at him as he turns around and sees Rose, even though she lied to him, she loved him and he loved her. Each vowed to eachother that they will decide their own life and make their own choices, as they both take care of their child.
Solid Snake vows to find Liquid and the Patriots, along with the help of Hal Emmerich, Otacon

~My View Of This Chapter Of The Game~
The movies are amazing, and it really sets a state of emotion when Raiden and Solid Snake are captured, said in a way. When Raiden collapses from the death of Olga and exhausted from the Metal Gear Ray fight, I found it sad because Raiden IS my favorite character.
My "summary" of it above there only says some of the stuff, so I left a few things out. In the end it talks about who the Patriots are, and I will answer this on another section. The ending to this game is complcated and really need to pay attention to understand. Its opne of those things which all add up in the end. I Love it though and this part was very enjoyable ^_^
~Armament,Operation,Survivability,Strategic Importance~
ARMAMENT:
Arsenal Gear did not have any conventional weapons; a fleet of Metal Gear RAYs provided its firepower instead. These RAYs were mass-produced by the US Navy and based on the US Marine Corps prototype. They had been redesigned to guard Arsenal under the control of its computer operating system.
Arsenal Gear was like a seaborne fortress, so it carried a massive weapons payload. It housed over two thousand missiles3, including nuclear warheads, and was supposedly armed with a purified hydrogen bomb.
OPERATION:
Arsenal Gear was completely autonomous. Its computer operating system included various networks modeled after the neural networks in the human brain. The physical and symbolic core of Arsenal's system was GW, an artificial intelligence (AI) program. GW was actually a fibre-optic neural system with incredible processing power, and it controlled all of Arsenal's functions.
Arsenal rested at the bottom of the Atlantic Ocean before its activation. The Big Shell was an offshore decontamination plant which was connected to the dormant Metal Gear. Even though it was fully functional, the facility was only a front for Arsenal. The ship-like Metal Gear shed its Big Shell camouflage after it became operational.
SURVIVABILITY:
The physical defense of Arsenal Gear was tasked to its RAY fleet. Each Navy RAY had Cooperative Engagement Capabilty4, which let it share information with its parent ship and other RAY units. By electronically connecting to the ship's AI, they could intercept and engage threats as a single force. GW acted as Arsenal's 'brain', while the Metal Gear RAYs were its brawn.
Arsenal's AI had a virus protection system similar to the human immune system. Arsenal had agents, or computer programs, that routinely searched the ship's operating system for foreign data. When outside information was found, GW automatically produced programs known as antibody agents to destroy the invading data. In addition to cyberdefences, GW had a physical barrier called the Bit Brain Barrier5, which isolated it within Arsenal. This barrier resembled the blood-brain barrier of humans.
The Tengu were soldiers who manned Arsenal. They wore advanced armoured suits which increased their combat abilities, and their role was to defend the ship from physical intruders. Since Arsenal Gear was used to harbour the Tengu force, it was likely self-sufficient and able to accommodate hundreds or thousands of people.
STRATEGIC IMPORTANCE:
Arsenal Gear was a remote base designed to run an entire country. The ship's AI had complete access to the US Military's Tactical Network6, which allowed it to command the nation's armed forces and nuclear arsenal. The Metal Gear was to replace the NSA Fort Meade facility as the centre of America's electronic surveillance, so its computer defences were highly advanced and nearly invulnerable. Arsenal's Metal Gear RAY escort, as well as its mobility above and below the ocean surface, gave the massive ship the physical protection it needed. It was the ideal stronghold for such an important federal facility, because it was seemingly secure in every way.
Arsenal's ultimate purpose was to house and protect GW, the AI system highly valued by the group that created it. A historic and powerful secret society within the US had been responsible for the creation of Arsenal7. This mysterious group influenced every aspect of American culture and maintained its power by manipulating public information. However, the speed of modern communication threatened their control, so GW was their solution. GW's incredible data processing capabilities would let it handle the world's ever-increasing exchange of digital information.
The AI inside Arsenal Gear was like a large-scale censorship system. GW stored data that was meant to be deleted or disposed of; it was like a garbage bin for "inconvenient" information. With GW functional, the secret society could rewrite history and maintain its indirect rule over America's general population. Arsenal Gear made GW and the agenda of its creators possible.

~Facts Of Arsenal~
Plans to develop Arsenal Gear began before the development of Metal Gear REX had started. Near the turn of the century, hackers disabled the computer systems at the headquarters of the National Security Agency (NSA). Afterward, the regular US government declared the facility's security to be lacking and decided to relocate the centre of its electronic information-gathering1.
At roughly the same time, the US Navy had planned to build a "new type of battleship." Later, this classified project collapsed after the "unexepected death" of the Chief of Naval Operations. Government resources, like "Black Budget" funds, previously devoted to the Navy's project were redirected to the REX program. The creation of Arsenal Gear was neglected in favour of the US Army's REX2.
The publication of the Shadow Moses incident, however, led to renewed interest in a Metal Gear battleship. The black market dealings and public outcry involving REX caused officials to abandon its development. In its place, they started the programs which would eventually produce Metal Gear RAY and Arsenal Gear. RAY proved to be an important part of Arsenal Gear's existence, and in turn, Arsenal was the focus of an elaborate plan set up by certain parties within the government.
